Eduard Kumskyi and Anna Kumska

Mishel Kumska, who is 6 months old (born September 2024) has been directly affected by the Executive Order: REALIGNING THE United States REFUGEE ADMISSIONS PROGRAM which suspended application approvals. (Both of her parents were approved for entry in August 2024.)


However, there is provision within the order that could be applied in Mishel's situation.


(c) Notwithstanding the suspension of the USRAP imposed pursuant to subsections (a) and (b) of this section, the Secretary of State and the Secretary of Homeland Security may jointly determine to admit aliens to the United States as refugees on a case-by-case basis, in their discretion, but only so long as they determine that the entry of such aliens as refugees is in the national interest and does not pose a threat to the security or welfare of the United States.

Dear Secretary Noem,


I’m writing to you on behalf of a six-month-old baby, Mishel Kumska. She is directly affected by the Executive Order: ReAligning the US Refugee Admissions Program which suspended application approvals. On August 6, her parents, Anna and Ed Kumskyi, were BOTH APPROVED by the US for entry. However, since Anna was 8 months pregnant, it wasn’t safe for them to fly to the US. They worked with their sponsor to submit baby Mishel’s application but it has not been considered yet. Section 3(c) of the Order allows you and the Secretary of State to jointly make case-by-case exceptions when “approval is in the national interest and does not pose a threat to the security or welfare of the US.” It is safe to approve baby Mishel as she poses no threat.


They are ready to move to Northern California. Ed speaks English well and has a job. They have a furnished apartment waiting for them. Our church is ready to give a baby shower. They are eager to live in a safe country permanently and contribute to it, so that their daughter can have a good upbringing.


Throughout this process Ed and Anna have remained in Ukraine and have stayed committed to entering the US through the legal process. The only thing lacking is approval of their baby’s application. Please agree with Secretary of State Marco Rubio to JOINTLY make an exception and approve baby Mishel’s application so that the three of them can join our country as soon as possible. Thank you!
